1.   ELIGIBILITY CRITERIA: NATIONALITY/ CITIZENSHIP:

A candidate must be either i) a Citizen of India or ii) a subject of Nepal or iii) subject of Bhutan or iv) a Tibetan refugee who came over to India before 1st January, 1962 with the intention of permanently settling in India or v) a person of Indian origin who has migrated from Pakistan, Burma, Sri Lanka, East African countries of Kenya, Uganda, the United Republic of Tanzania (formerly Tanganyika and Zanzibar), Zambia, Malawi, Zaire, Ethiopia and Vietnam with the intention of permanently settling in India.  Provided that a candidate belonging to categories (ii), (iii), (iv) & (v) above shall be a person in whose favour a certificate of eligibility has been issued by the Government of India.  A candidate in whose case a certificate of eligibility is necessary may be admitted to the interview conducted by the Bank but on final selection the offer of appointment may be given only after the Government of India has issued the necessary eligibility certificate to him/her.

02 Asst. Manager (Marketing) I Min. 21 years and Max. 30 years MBA (Marketing specialisation) from any recognised University in India with minimum 60% marks in the aggregate or should have Cumulative Grade Point Average (CGPA) equal to 60% when converted to percentage. OR A degree with minimum 60% marks in the aggregate and a Diploma/PG Diploma in Marketing from a recognised University/AICTE accredited institute. The candidates should have flair for marketing and must be prepared to undertake extensive travelling.
03 OL Officer I Min. 21 years and Max. 30 years Candidates should be post graduates in Hindi with a minimum of 60% marks in the aggregate from a recognised University in India.  Candidates should have studied English literature as an elective subject at graduation level. Candidates with M. Phil/ Ph.D in Hindi will be preferred. Knowledge of operating Hindi/ bilingual language in MS Office application is essential.  Candidates with PG Diploma in Translation will be preferred.

Minimum 3 years working experience in the area of FX/FX marketing in a Scheduled Commercial Bank/Financial Institute/ FX firm.  Should have sound knowledge of FEMA, EXIM policy, ECGC guidelines etc. Candidates with FX knowledge at the Branch level and having working experience in International Department/ Division in other Banks will be given preference.
10 Manager (Risk Mgt) II Min. 25 years and Max. 32 years BE/CA/ICWA/ MBA/MSc (Stat)/ MA (Stat)/MFC/MCom as a regular student from a recognized University/Institute. Working experience of atleast 2 years in Risk Management Department in Public Sector Bank or leading Private Bank handling any of the areas like Credit Risk, Market Risk, Operational Risk, Basel II Implementation.

Candidates holding Risk Certification such as FRM, PRM and having experience in Banks will be given preference.

11 Senior Manager (IT) III Min. 25 years and Max. 35 years BE/BTECH in Electronics. Public/ Private Sector Enterprise. Candidates should have Expertise in Unix, Windows and Oracle.

16 Chief Manager (Risk Management) IV Min. 25 years and Max. 40 years Post Graduation in Engineering, Science or Commerce, CA, ICWA, MBA as a regular student from any recognized University/Institute Working in Risk Manage-ment Department of a Public Sector Bank or leading Private Bank for minimum 2 years in Scale III cadre or 5 years in Scale II cadre handling Operational Risk area and Basel II implementation.

Preference will be given to the candidates qualified as FRM or PRM.

17 Asst. General Manager (Risk Management) V Min. 25 years and Max. 45 years Post Graduation in Engineering, Science or Commerce, CA, ICWA, MBA as a regular student from any recognized University/Institute Working in Risk Manage-ment Department of a Public Sector Bank or leading Private Bank for minimum 2 years in Scale IV cadre or 5 years in Scale III or II cadre (with minimum 2 years in Scale III handling Operational Risk area and Basel II implementation.

Preference will be given to the candidates qualified as FRM or PRM

Note:

  1. Degrees obtained from the recognised Universities/Institutes recognised by the Govt. of India only will be considered.  The candidates should have studied as regular students.
  1. In addition to the qualification and experience, the Candidates should have working knowledge in Computers.

a)    The percentage of Marks stipulated for the Educational Qualification is for General (Unreserved) category candidates. Candidates belonging to the Reserved Category (SC/ST/OBC/PWD) filling in vacancies reserved for the relevant category will be entitled to a relaxation of 5% Marks in relation to that stipulated for General category Candidates.

b)    The educational qualification prescribed for all the posts is the minimum. Candidates must possess the educational qualifications as on 01.03.2010 (inclusive).

c)    Degree/PG degree Certificate issued by the University during the convocation shall be produced.

d)    Year-wise/Semester-wise marks sheets of each year/semester in respect of the qualifying examination from the University concerned should be produced.

e)    Candidates must specifically indicate the class/division and percentage of marks obtained calculated to the nearest two decimals in the relevant column of the application. Where no percentage of marks is awarded by the University, but only CGPA/OGPA is awarded, the same should be converted into percentage, besides indicating the CGPA/OGPA in the application.

f)     Candidates who are awaiting their results of the qualifying examination OR who have not passed the qualifying examination on or before 01.03.2010 are not eligible.  In other words, the result of the qualifying examination, i.e., graduation/post graduation, as the case may be, should have been announced by the University on or before 01.03.2010 and the date of the passing certificate/marks card should be on or before 01.03.2010.

g)    For posts where work experience is essential, it should be full time, relevant to the post applied for and should be post qualification i.e., the experience will be counted from the date of acquiring the prescribed qualification till 01.03.2010.

3.    RELAXATION IN UPPER AGE LIMIT:  (In case of candidates belonging to the following categories)

i) Scheduled Caste/Scheduled Tribe candidates by 5 years
ii) Other Backward Classes candidates by 3 years
iii) Persons with Disabilities (VH/HI/OH) By 10 years
iv) All persons who have ordinarily been domiciled in Kashmir Division of J & K State during 01.01.1980 and 31.12.1989 by 5 years
v) In the case of ex-servicemen and commissioned officers including Emergency Commissioned Officers (ECOs) / Short Service Commissioned Officers (SSCOs) who have rendered atleast 5 years military service and have been released on completion of assignment (including those whose assignment is due to be completed within the next one year from the last date for receipt of application) other than by way of dismissal or discharge on account of misconduct or inefficiency or on account of physical disability attributable to military service or  on invalidment, by 5 years, subject to ceiling as per Government guidelines. By 5 years

Note:

a)    An Ex-Serviceman who has once joined a government job on the civil side after availing of the benefits given to him as an ex-serviceman for his re-employment, his ex-serviceman status for the purpose of re-employment in Government ceases.

b)    In the case of a candidate who is eligible for relaxation under more than one of the above categories, the age relaxation will be available on cumulative basis with any one of the remaining categories for which age relaxation is permitted as mentioned above. This cumulative age relaxation is available to SC/ST/OBC candidates only.

c)    Candidates claiming relaxation under 3 (i to iii) should enclose necessary certificate as documentary proof.

d)    The candidates eligible for age relaxation under 3 (iv) above must produce the Domicile Certificate at the time of interview from the District Magistrate in the Kashmir Division within whose jurisdiction he/she had ordinarily resided or any other authority designated in this regard by Govt. of J & K to the effect that the candidate had ordinarily been domiciled in the Kashmir Division of the State of J & K during 1stJan. 1980 and the 31st day of December 1989.

e)    The Children/Family members of those who died in the 1984 riots will be given due consideration.

  1. 4. RESERVATIONS:

A.   Reservation for SC/ST/OBC/PH/XS candidates will be provided as per Government guidelines.

B.   Persons with Disabilities:

Reservation is available to Persons with Disabilities under Sec. 33 of Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995.  Accordingly, candidates with the following disabilities are eligible to apply for the posts reserved/identified for them.

Blindness or low vision-

a) “Blindness” refers to a condition where a Person suffers from any of the following conditions:

(i)   Total absence of sight (ii) Visual acuity not exceeding 6/60 or 20/200 (Snellen) in the better eye with correcting lenses, (iii) Limitation of the field of vision subtending an angle of 20 degree or worse.

b) “Persons with low vision” means a person with impairment of visual functioning even after treatment or standard refractive correction but who uses or is potentially capable of using vision for the planning or execution of a task with appropriate assistive device.

“Persons with Hearing Impairment”: means loss of 60 decibels or more in the better ear in the conversational range of frequencies.

“Locomotor Disability” means disability of the bones, joints or muscles leading to substantial restriction of the movement of the limbs or any form of cerebral palsy.

“Cerebral Palsy” means a group of non progressive conditions of a person characterised by abnormal motor control posture resulting from brain insult or injuries occurring in the pre-natal, peri-natal or infant period of development.

All the cases of orthopaedically handicapped persons would be covered under the Category of “Locomotor Disability or Cerebral Palsy”.

Only such persons would be eligible for reservation in services/posts who suffer from not less than 40% of  the relevant disability.

A disability certificate issued by a Medical Board at the District level consisting of Chief Medical Officer, Sub-Divisional Medical Officer in the District and a member who is a specialist in Orthopaedics, ENT or Ophthalmology, as the case may be, shall be produced.

c)   There is no reservation for Ex-servicemen candidates in the Officer cadre.

As the reservation for Persons with Disabilities and Ex-servicemen candidates is on horizontal basis, the selected candidates will be placed in the appropriate category (viz. SC/ST/OBC/ GEN) to which they belong.

Use of a Scribe / Paper Writer :

A SCRIBE, to write the written test / examination, on behalf of a Visually Challenged (VC) candidate [Blind] & Orthopedically Challenged (OC) candidate [whose writing speed is affected by Cerebral Palsy], may be used. In all such cases where a Scribe is used, the following rules will apply:

a)      The candidate will have to arrange his/her own Scribe at his/her own cost.

b)      The scribe should be from an academic discipline different from that of the candidate and should possess less marks than the candidate but in no case more than 60%.

c)      Both the candidate as well as the Scribe will have to give a suitable undertaking confirming that the Scribe fulfils all the stipulated eligibility criteria as mentioned above. In case it later transpires that the scribe did not fulfill any of the laid down eligibility criteria or had suppressed material facts, the candidature of the applicant will stand cancelled, irrespective of the result of the written examination.

Candidate using a Scribe will be eligible for extra time @ 20 minutes for every hour of the examination. Such candidates should visit our Regional / contact Office as given in para 10 and get the name of scribe authorized by them one week before the test.

    Candidates applying for more than one post should submit separate on-line application for each post after payment of fees separately for each post applied for.

    NOTE :

    (i)   Demand Drafts, Cheques, Money Orders, Postal Orders, Pay Orders, Banker’s Cheques, postal stamps, etc., will not be accepted

    (ii) Candidates belonging to SC/ST/OBC/PC/XS categories must submit attested Photo copy of the certificate regarding Caste/Tribe/Community/Disability issued by the Competent Authority without which their application will be rejected.

    (ii)   The payment towards application fee will be accepted by our Branches between 10.03.2010 and before the last date indicated herein above, i.e., 10.04.2010

    (iii)  The Payment Voucher contains two parts. First part will be retained by the Branch, second part must be retained by the candidate.

    (iv)  Application once made will not be allowed to be withdrawn and fee once paid will NOT be refunded under any circumstances nor can it be held in reserve for any other future selection process.

    6.   THE COMPETENT AUTHORITY FOR ISSUE OF CERTIFICATE TO SC/ST/OBC/PH CANDIDATES IS AS UNDER:
    (a)           For SC/ST/OBC:

    District Magistrate/Additional Dist Magistrate/Collector/Deputy Commissioner/ Additional Dy. Commissioner/Dy.Collector/First Class Stipendary Magistrate/Sub-Division Magistrate/ Taluka Magistrate/Executive Magistrate/Extra Assistant Commissioner/ Chief Presidency Magistrate/Additional Chief Presidency Magistrate/Presidency Magistrate/ Revenue Officer not below the rank of Tahsildar/Sub-Divisional Officer of the area where the candidate and/or his/her family normally resides.

    (b) For Persons with Disabilities:

    Authorised Certifying Authority will be Medical Board at the District level. The Medical Board consists of Chief Medical Officer, Sub-Divisional Medical Officer in the District and a member who is a specialist in Orthopaedics, ENT or Ophthalmology, as the case may be,

    7.  SELECTION PROCEDURE:

    (a)        For the posts of Specialist Officers on regular basis (Post Codes No. 04 to 17) selection will be based on qualification, experience and interview.

    (b)        Selection for the post of `Probationary Officer’ Post code no. 01,02 & 03 will be made on the basis of performance in written test and Interview..  The details of the examination are as under:

    8   (a) WRITTEN TEST: (Only for Probationary Officers in JMGS–I  Post code 01, 02 & 03)

    (i)    Objective Tests (Duration : 135 minutes)

    (ii)    Descriptive Test :  Duration of  Descriptive Test-60 minutes. Marks allotted: 100

    It will consist of 5 questions with internal options based on subject knowledge.  The candidates have to qualify in descriptive paper and marks obtained in it will be reckoned for merit ranking.

    Note  : (a). Candidates have an option to answer the Descriptive Paper in Hindi or English.

    All eligible candidates will be called for a Written Test which will be both objective and descriptive in nature. Candidates shall have the option to answer the Descriptive Paper either in English or Hindi.   (b) Candidates have to pass in each of the Objective and Descriptive Tests separately and there will be negative marks for wrong answers in the Objective Test.  (c) Depending upon the number of vacancies, only those candidates who rank sufficiently high in the Objective Test will be called for Interview.  Mere eligibility/pass in the Test shall not vest any right in a candidate for being called for Interview.  (d) Final selection will be on the basis of the ranking accorded after adding the marks obtained in the Objective Tests, Descriptive Test and Interview. (e) The detailed information regarding the Written Test will be given in the booklet which will be sent to the eligible candidates along with the Call Letter for the Test.

    Note : The bank reserves the right to hold a second stage of written examination if required on the basis of the order of merit in the written examination of the first stage as referred to  above. If the second stage of written examination is held, the subsequent process of interview and further process would be on the basis of order of merit secured in the second stage examination.

    9 INTERVIEW: Candidates who qualify in the Written Test shall be called for interview in the order of their ranking as per the marks obtained by them in the objective test.

    SELECTION PROCEDURE IN RESPECT OF OFFICERS FROM POST CODE NO. 04 TO POST CODE NO. 17: The applications received from the candidates will be screened and shortlisted on the basis of qualification and relevant experience, wherever prescribed.  The requisite number of shortlisted candidates will be called for interview for final selection.  The selection will be made on the basis of performance in the interview.  The Interview will be conducted by a Committee constituted for the purpose.

    Mere satisfying the eligibility norms do not entitle a candidate to be called for Interview.  The Bank reserves the right to call only the requisite number of candidates out of those who fulfill the eligibility criteria apart from education qualification like Computer Proficiency, Knowledge of Regional language, number of attempts in the qualifying examination (i.e., Graduation or Post Graduation as the case may be),  suitability etc., as may be required for the post.

    Appointment of the selected candidate is subject to his/her being declared Medically fit as per the requirement of the Bank.  Such appointment and confirmation in the services of the Bank will also be subject to receiving satisfactory references from respectable persons, Police verification of the character and antecedents, caste/tribe/community/ disability verification and other compliances.

    All Educational qualifications should be from a recognised Indian University.

    11. Pre-Examination Training – SC/ST/Minority Communities Candidates

    (For the post of Probationary Officer Code Nos. 01, 02 & 03 only)

    It is proposed to impart free Pre-Examination Training to a limited number of candidates belonging to Scheduled Caste/Scheduled Tribes/Minority Communities at Chennai, Delhi,  Kolkata,  and Mumbai centers at the discretion of the Bank.  An eligible candidate who wishes to avail Pre-Examination Training should fill in the relevant column in the application format.  All expenses regarding traveling, boarding, lodging etc, will have be borne by the candidate for attending the pre-examination training programme at the Training Centre.  The pre-examination training  will be tentatively imparted between 10.05.2010 and 15.05.2010.

    12   OTHER CONDITIONS: The selected candidates shall execute a SERVICE BOND at the time of joining the Bank undertaking to serve the Bank for a minimum period of 2 years from the date of joining the Bank or to pay the Bank a sum of Rs.2.00 lakhs (Rupees Two lakhs only), should the candidate leave the Bank before the completion of the 2 year service period. 

    13.  GENERAL INSTRUCTIONS

    (a)  The Bank takes no responsibility for any delay in receipt or loss in postal transit of any application or communication.

    (b)  Before applying for any post, the candidate should ensure that he/she fulfils the eligibility and other norms mentioned in this advertisement.  Decision of the Bank in all matters regarding eligibility of the candidate, the stages at which scrutiny of such eligibility is to be undertaken, the documents to be produced for the purpose of the conduct of examination, interview, selection and any other matter relating to recruitment will be final and binding on the candidate. No correspondence or personal enquiries shall be entertained by the bank in this behalf.

    (c)  In case it is detected at any stage of recruitment that a candidate does not fulfil the eligibility norms and/or that he/she has furnished any incorrect/false information/certificate/documents or has suppressed any material fact(s), his/her candidature will stand cancelled.  If any of these shortcomings is/are detected even after appointment, his/her services are liable to be terminated.

    Candidates applying for the post code no.4 to 17 must submit the photo copies of all the certificates in support of their educational qualification, experience, date of birth, caste, if any along with system generated application.

    (d) An application not accompanied by requisite Application Fee as indicated in 5 above, relevant attested Certificates in respect of Caste, Category etc. (only in respect of SC/ST/OBC/PH candidates) or not in the prescribed format or not signed by the candidate or incomplete in any respect will not be entertained.

    (e) Candidates belonging to OBCs but coming in the “CREAMY LAYER” are not entitled to OBC reservation.  They should indicate their category as “Gen” or “Gen Physically Handicapped’ as applicable.  OBC Certificates in the format as prescribed by the Govt. of India and issued by the Competent Authority inter alia, specifically stating that the candidate does not belong to the Socially Advanced Sections excluded from the benefits of reservations for OBCs in Civil Posts and Services under Govt. of India i.e. carrying ‘CREAMY LAYER’ clause based on income issued recently (not more than one year old)   should be submitted with the application.

    (f)   Physically handicapped candidates claiming the benefit of reservations/age relaxation should submit a copy of Medical Certificate as specified in the Disabilities Act of 1995 in support of their disability.

    (g)  A recent, recognizable passport size photograph should be firmly pasted on the application and should be signed across by the candidate. Three copies of the same photograph should be retained for use at the time of written examination and interview. Candidates are advised not to change their appearance till the recruitment process is complete. Failure to produce the same photograph at the time of the written test/interview may lead to disqualification.

    (h)  The candidates will have to appear for written test and interview at their own expense. However, unemployed eligible SC/ST/PC outstation candidates attending the interview will be reimbursed to and fro second class ordinary train/bus fare by the shortest route on production of evidence of travel.

    (i)  Candidates serving in Government/Public Sector Undertakings (including banks) should send their application through proper channel and produce a “No Objection Certificate” from their employer at the time of interview, in the absence of which their candidature may not be considered.

    (j)  Only candidates willing to serve anywhere in India should apply.

    (k)  Any request for change of address will not be entertained.

    (l)  Any resultant dispute arising out of this advertisement shall be subject to the sole jurisdiction of the Courts situated at Udupi.                  .

    (m) The Bank takes no responsibility to connect any Certificate/Remittance sent separately.

    (n)  In case any dispute arises on account of interpretation of version other than English, English version will prevail.

    (o)  No candidate is permitted to use calculator, telephones of any kind, pagers or any such other instruments during the written examination/selection process.

    (p)  The candidates will appear for the written examination at the allotted centres at their expenses and risks and the Bank will not be responsible for any injury/ losses, etc of any nature.

    (q)  The Bank may at its discretion hold re-examination wherever necessary in respect of a centre/venue/specific post of a candidate(s).

    (r)   Appointment of selected candidates is subject to his/her being declared medically fit as per the requirement of the Bank.  Such appointment will also be subject to the Service & Conduct Rules of the Bank.

    (s)  Banking is a versatile activity, which needs all round grooming of the selected candidates. Accordingly, the specialist officers, recruited/selected in the Bank, will be required to acquire overall knowledge of various facets of banking for which the Bank will provide necessary on-the-job/theoretical training at its Branches/Offices including Staff Training College,  so as to enable candidates recruited for the Specialist functions, perform/undertake all type of banking activities.

    (t)   All Candidates must submit the xerox copies of  the prescribed certificates in support of their educational qualification, experience, date of birth, caste etc. The candidates belonging to SC/ST/OBC/Physically Handicapped Category  are required to submit an attested copy of their caste certificate/certificate of handicap issued by the competent authority as specified  at Sr.No.06  in addition to other certificates as specified above.  Candidates will have to produce original caste certificate/relevant certificates at the time of interview, failing which his/her candidature will be cancelled.

    Action against candidates found guilty of misconduct :

    Candidates are advised in their own interest that they should not furnish any particulars that are false, tampered, fabricated or should not suppress any material information while filling up the application form.

    At the time of written examination/interview, if a candidate is (or has been) found guilty of :

    (i)            using unfair means during the examination

    or

    (ii)           impersonating or procuring impersonation by any person

    or

    (iii)          misbehaving in the examination hall or taking away the question booklet/answer sheet from the examination hall

    or

    (iv)         resorting to any irregular or improper means in connection with his/her candidature by selection

    or

    (v)          obtaining support for his/her candidature by any means.

    Such a candidate, in addition to rendering himself/herself liable to criminal prosecution, shall be liable :

    1. to be disqualified from the examination for which he/she is a candidate
    2. to be debarred, either permanently or for a specified period, from any examination or recruitment conducted by Bank.

    The Bank would be analyzing the responses of a candidate with other appeared candidates to detect patterns of similarity.  If as per the laid down procedure it is suspected that the responses have been shared and the scores obtained are not genuine/valid, the Bank reserves the right to cancel his/her candidature.

    HOW TO APPLY

    . i)  Candidates are required to apply On-Line through website www.syndicatebank.in No other means/ mode of application will be accepted.

    (ii)  Candidates are required to have a valid personal e-mail ID. It should be kept active during the currency of this recruitment project. Bank may send call letters for written test, interview etc. through the registered e-mail ID. Under no circumstances, he/she should share/mention e-mail ID to/ of any other person.

    (iii)  In case a candidate does not have a valid personal e-mail ID, he/she should create his/her new e-mail ID before applying on-line.

    (iv) Applicants are first required to go to the Bank’s website ‘www.syndicatebank.in’ and click on the the link “Recruitment”.

    (v)   Thereafter, open the Recruitment Notification entitled “SYNDICATE BANK SPECIALIST OFFICERS’ RECRUITMENT PROJECT-2010-11”.

    (vi)  Take a Print of the entire Recruitment Notification, including the ‘FEES PAYMENT CHALLAN’.

    (vii) Fill in the Fee Payment Challan in a clear and legible handwriting in BLOCK LETTERS.

    (viii)    Go to the nearest Syndicate Bank Branch with the Fee payment Challan and pay, in Cash, the appropriate Application Fee in CBS Account No.01111150000424  with Manipal Branch in the name & style of  “SYNDICATE BANK SPECIALIST OFFICERS’ RECRUITMENT PROJECT-2010-11”.     (x) Candidates are now ready to Apply On-Line by re-visiting the Recruitment Link on the Bank’s website and going to the sublink titled “ON-LINE APPLICATION FOR SYNDICATE  BANK SPECIALIST OFFICERS’ RECRUITMENT PROJECT-2010-11” to open up the appropriate On-Line Application Format. All the fields in the on line Application format should be filled up carefully.

    (xi)      Carefully fill in the details from the Recruitment Application Fee Payment Challan in the On-Line Application Form at the appropriate places.

    (xii) Original counterfoil of the fee payment challan will have to be submitted with the Call Letter at the time of written test. Without counterfoil of the fee payment challan the candidate will not be allowed to appear in the written test. Candidates are advised to keep a photocopy of the fee payment challan for future use.

    (xiii) The name of the candidate or his/her father/husband etc. should be spelt correctly in the application as it appears in the certificates/mark sheets. Any change / alteration found may disqualify the candidature.

    xiv)   No printout/certificates need to be sent at this stage in respect of post code no.01, 02 & 03.

    xv)  Candidates applying for the post code no.4 to 17 must submit the photo copies of all the certificates in support of their educational qualification, experience, date of birth, caste, if any along with system generated application .
